NHS spends £60,000 a day on translation services for foreigners who cant be bothered to learn the lingo

The NHS spends £60,000 a day on translation and interpretation services, according to a report.

Research by think-tank 2020Health showed NHS trusts spent £23.3 million on written translation and interpreters last year, an increase of 17% since 2007.

The organisation, which obtained the figures through Freedom of Information requests, claimed money could be saved by creating a central pool of pre-translated materials which all hospitals and GP surgeries could access.

Julia Manning, chief executive of 2020Health, said: “Our research shows that the NHS spends an incredible £60,000 every single day on translation services. That is over £20,000,000 a year.

“The most glaring problem is that NHS trusts translate their own material, rather than have access to a central pool of translated documents.

“The costs involved are truly staggering in an age of austerity, and incredible when taken in the context of the ‘Nicholson Challenge’ of saving £20 billion across the Health Service.

“Urgent action must be taken by trusts to stem the flow of translation costs and our report sets out a number of recommendations that would do exactly that without altering the level of care given.”

As well as a central library of information, the think-tank recommended translating materials into simple English rather than other languages.

It also suggested providing more written translations through free web-based services, such as Google Translate.

Ms Manning went on: “The NHS has been told by its own patient feedback that documents in simple English – instead of medical jargon – would be acceptable to most people currently using the translation services.

“It wouldn’t take much effort to drastically cut the £23 million of taxpayers’ money that is spent each year on bureaucratic and often duplicated translation fees, and free the money up for treating patients.”

The report revealed that trusts across Birmingham spent £4.9 million between 2008/09 and 2010/11 on translation services, the highest spend outside London.

Central Manchester University Hospitals NHS Foundation Trust spent £3.7 million over the same period.

Leeds Teaching Hospitals NHS Trust spent £2.4 million, while Imperial College Healthcare NHS Trust was the biggest spender in London, with £2 million.

London trusts comprised 15% of the trusts surveyed, but were responsible for 31% of the total spend, the research showed.

According to the report, the cost of translating documents has fallen but there has been a rise in the cost of interpretation services within the NHS.

Not all trusts could provide details of how much such services cost them, the think-tank said.

The report also questions whether catering to non-native English speakers is helpful or “perpetuates a system in which they are ostracised from the majority of the English-speaking public”, 2020Health said.

Emma Boon, campaign director of the TaxPayers’ Alliance, said: “Taxpayers will be shocked that so much is being spent on translation and interpretation in the NHS.

“They expect their money to be going towards treatment for sick people, not on language services.

“It is even more worrying that some trusts cannot provide a breakdown of what this is costing them; this shows a worrying lack of control over finances.

“There will always be a need for some interpretation, for example if people visiting the UK get sick and need emergency treatment.

“But those who live in Britain should make an effort to learn to speak English so that they are not burdening services like the NHS with ongoing costs for translation.”

A Department of Health spokesman said: “NHS trusts have a duty to follow equalities legislation. This includes making sure their communities can understand information about the trust’s services and that patients and clinicians can communicate with each other. However, we would encourage trusts to save money where possible by working together and sharing resources.”

Daniel Stringer-Prince, 17: Why me?

A teenage boy who is fighting for his sight after being brutally beaten in a suspected racist attack today asked: “Why me?” Daniel Stringer-Prince, 17, was attacked by a gang of men as he walked through Hyde town centre with his best friend. The trainee chef was kicked and punched as he lay on the ground. He suffered a fractured skull and two fractured eye sockets. Surgeons will need to rebuild his right cheek with a metal plate. He has now managed to open one eye. But he will have to wait until later this week to find out from experts if the damage to his right eye is permanent. His friend Kavan Brown, also 17, had his nose broken in the unprovoked attack in Nelson Street. All the gang were Asian and the police are treating the attack as a race hate crime. Officers say no racist comments were made during the assault but the victim believes it was a hate crime. As he recovered at home in Woodley, Stockport, Daniel told the M.E.N. of his terrifying ordeal. He described how he and Kavan were attacked on Saturday night as they walked along Market Street on their way to Asda. They planned to go home and watch a film. But as they passed a kebab shop a man inside banged on the window, produced a knife and made a throat-cutting gesture. The pals walked on, but a group of men came out of the takeaway and ran after them. Daniel said: “After a while we had to give up running because there was nowhere for us to go. They were older than me. One of them grabbed me, so I grabbed him back. He hit me in the face and that’s about all I can remember. Next I remember Kav coming up behind me saying ‘It’s all right, I’m here for you’. Thank God he was there.” A taxi driver who witnessed the attack pulled over and called an ambulance for the teenagers. Daniel said: “I’m upset and feel really down. Why me? I don’t know why they chose me.” Daniel’s mum, Cheryl Stringer, said: “They are evil thugs who picked on two innocent lads. “Daniel has come home from hospital but will need to see a specialist in the next few days to assess the damage to his right eye. Thankfully he is able to open his left one a little. Daniel was punched and was then pushed to the ground and kicked in the head. They also took his wallet. “I cried when he opened his one eye – it was a huge relief, we were fearful he would lose his sight completely.” The pals were attacked by seven or eight men who are described as being Asian, in their late teens or early 20s. Det Insp Dave Moores, from Tameside CID, said: “One man has been left seriously injured while another is nursing less serious cuts and bruises. “I completely understand why this would cause some legitimate concern in the community, but I do not want anyone to jump to any conclusions about this. “This type of incident is unusual in Hyde, but that does not lessen the impact on the victims, their families and the wider community.” Cheryl added: “Daniel doesn’t drink, he doesn’t smoke and he doesn’t do drugs. He’s a quiet lad. Ex-soldier sent to jail to help him survive cold

Cambridge Magistartes courtA court sentenced a homeless former soldier to prison to help him “get through the hardest part of winter” as magistrates felt society had “completely let him down”.

Neil Carpenter, who lives in the woods, made dozens of “nuisance” phone calls to 999 – just so he could be sent to jail.

Cambridge Magistrates’ Court also heard how Carpenter, 45, finds his food by searching through bins and waits outside pubs to get discarded alcohol.

The court heard Carpenter had just been released from jail when he was seen in the middle of Madingley Road shouting abuse on December 13.

Carpenter pleaded guilty to using threatening or abusive words and behaviour likely to cause distress to others, as well as to two counts of making nuisance phone calls to 999.

Paul Brown, prosecuting, said: “He had just been released from prison when he made numerous calls to 999 . . . he wasn’t requiring emergency assistance and became abusive towards the call-taker and was shouting and swearing.

“On the same day, police found him in the middle of Madingley Road – cars had to avoid him.”

After the incident he was bailed and returned to his “tent in the woods.”

Mr Brown said: “He is not an alcoholic but drink takes him away from reality. He said life is easier if he gets arrested and he can go to prison where there’s a warm bed and food.”

On December 15 Carpenter made 27 more calls to 999.

Mr Brown added: “The police said they got such a level (of calls) from Carpenter it was affecting their ability to respond to others. It meant staff were unavailable to answer real calls and felt he was putting lives at risk.”

In mitigation, Veronica Candy said Carpenter had been living the life of a “swinging pendulum” between the woods and prison for about nine years. She said he kept a “very tidy” camp, never drank on the streets and refused to be a thief to survive.

She said: “He is a complex individual. He has his own reality.”

Magistrates sentenced him to 12 weeks in prison for each of the nuisance phone call charges, to run concurrently. No separate penalty was recorded for the public order offence.

Presiding magistrate Martin Savage said: “You’re a pretty unique case. On one hand, society has completely let you down but there’s plenty to commend you for, however clearly you’re making a cry.

“We hope this will get you over the hardest part of winter and we hope you get somewhere to live for your sake, and for the sake of society.”

A jilted businessman has been jailed for subjecting his ex-partner to a terrifying kidnap ordeal after bundling her into the boot of his car.

The terrified victim – a university student – sent a text to her mother as she lay terrified in the dark, asking her to alert the police, a court heard today.

Deeside businessman Mohammed Suleman Ali, 26, stopped the car at one stage and she could hear him talking about killing her.

He then spoke to her through a gap in the seats before being allowed into the passenger seat of the car.

When the victim’s mother rang up she was allowed to speak to her – and in English she said that she was fine.

But student Kamonnet Woraprasert, 20, was able to tell her mother in her own Thai language what the defendant had done.

Police rang and eventually persuaded Ali to drive to the police station.

He threatened her into saying it was all a misunderstanding and in the police station sent her a text saying “say nuf”.

Ali of Station Road in Queensferry, was jailed for a year after he admitted a kidnapping charge at Mold Crown Court, sitting at Chester.

Judge Dafydd Hughes said Ali was beside himself because he could not accept the relationship was over.

He assaulted her twice and bundled her into the boot of his car and closed the lid, uttering threats which were heard by her family, including threats to kill her, the judge told him.

“The feeling of being cast into the darkness and the unknown in a confined space must be a terrifying experience. When coupled with serious threats, it must have been quite overwhelming for her,” the judge said.

Ali did not appear to understand the seriousness of what he had done and regarded it as something silly, just a domestic.

“That illustrates quite clearly your attitude towards what you did,” Judge Hughes said.
