An Iraqi immigrant has claimed he was acting under the rule of Islamic law when he allegedly fiddled more than £35,000 in benefits.

Majid Hussain, 62, was paid income support, housing and council tax benefits for 13 years while he had a secret bank account which rose from £18,000 to £36,000.

He signed forms every year which declared that he did not have any undeclared bank accounts but he told a jury that he did not consider the money to be his own.

University graduate Hussain, who has not worked since arriving in Britain as a mature student in 1986, said the money was left in a trust by his father for his children’s education.

He said he had a duty under Islamic law and his own culture to honour an oath to his late father to preserve the money for the education of his four children, aged between nine and 18.

Hussain’s income support was cut off after the account was discovered in 2010 but he is still claiming disability living allowance because he suffers from Crohn’s Disease, kidney problems and muscle pain.

Hussain, of Exeter, Devon, denies three counts of dishonestly claiming a total of more than £35,000 between 1997 and 2010 in the case at Exeter Crown Court.

Mr Malcolm Galloway, prosecuting, said it was agreed by both sides that Hussain claimed the money at a time when he had a RBS account with between £18,000 and £36,000 in it.

The jury were handed a folder of forms, all signed by Hussain, in which he declared that neither he or any of his children had savings or bank accounts which could affect the claims for the means tested benefits.

He said Hussain told investigators the money in the account was saved from his scholarship money when the Iraqi government was paying for him to study at Exeter University from 1986 to 1996.

He later filed a defence in which he said it came from his late father and was held in trust.

It read: ‘He did not notify the DWP of some of the money under his control because it was left to him on strict Islamic terms by a relative for the sole use of his children.

‘In accordance with Islamic belief and law there was no possibility or option for it ever to be used for his own use and as such there was no intention to deceive.’

Mr Galloway said: ‘This case is not about religion or culture. It is to do with honesty and dishonesty. He is not a man who likes to give a straight answer. He goes round and round looking for excuses.’

He pointed out that within weeks of the Department for Work and Pensions (DWP) discovering the account, Hussain withdrew around £15,000, apparently for his own use.

Hussain told the jury his father gave him the money for the education of his grandchildren when he came to Britain in 1986 even though at the time he was not married and did not have any children.

He said his father anticipated him starting a family and made him promise to use it to send any children to university.

Hussain said he later married a British wife in 1991 and had four children.

His father died in 1997. He started claiming benefits in the same year after he graduated from Exeter University and was unable to work because of illness.

He told the jury: ‘I promised him on the Koran. I read the Koran and you have a duty to obey your parents. It is part of Islamic culture and tribal culture.

‘Allah commands you to render back your trust to those to whom they are due and not to break your oath. I had to carry out this agreement in the name of God.

‘This money was not mine. It was from my father to my children for when they go to university. It was not my money and it did not cross my mind when I signed the forms.

‘I was not acting dishonestly. It was not my money at all. I never thought about the money in my account. This is my belief and my faith.’

When asked why he had withdrawn money once it was found by the DWP he said: ‘They stopped my benefit. They withdrew their duty of care. I did not want to see my children struggling or losing their home. I am a responsible father.’

The case continues.

A HUGE cache of weapons and bombs was found near Disneyland Paris yesterday.
Police fear Islamic extremists had been plotting a Mumbai-style massacre at the theme park at Christmas.

Disneyland is packed with British children and their parents over the festive season.

The devastating attack could have been more horrific than the commando-style raids on Mumbai in November 2008, in which 166 people died.

Armed police found the guns and explosives in a building in the eastern Paris suburb of Torcy near the park.

The raid came after 11 men were arrested and another shot dead during anti-terror swoops across France at the weekend.

Detectives believe extremists were planning a wave of deadly strikes in a twisted bid to turn France into a Muslim state.

Former Portsmouth football star Yann Nsaku, 19, was among those held. Anti-terror officers then swooped on the building used by the gang in Torcy.

Meanwhile, security chiefs have warned that al-Qaida could still stage a massacre in London after US spies rumbled a plan to target Britain, France and Germany in simultaneous strikes.

Sources claim London landmark buildings were targets and thousands could have died.

The son of a billionaire sheikh whose £200,000 Ferrari was displayed outside Scotland Yard as a warning to uninsured drivers has bragged how it was returned when police discovered who he was.

The supercar was put on show outside the Met HQ to let illegal drivers know that their cars would be seized – whatever they were driving.

But the owner of the Ferrari FF, Sheikh Rashid Bin Humaid Al Nuaimi – son of the Emir of Ajman, in the United Arab Emirates – boasted on his Facebook page that the Yard had handed the keys back as soon as they identified him.

He wrote online: ‘Arab money talks.’

But a Met spokesman said the owner would have been forced to pay a fine and provide accurate paperwork before the car was returned.

The spokesman said: ‘In relation to the Ferrari, it has been reclaimed by its owner.

‘We can’t talk about the personal circumstances, but to reclaim a vehicle, an owner must pay the fine, recovery fee, storage costs and produce the correct documentation verifying they have valid insurance and possess a licence.’

 

Rashid, who is known in Ajman by his nickname RRR, short for Rich in Real estate Resources, posted pictures on Facebook of his Ferrari accompanied with the statement: ‘My Ferrari got Seized in London, then they found out who i was and gave it back’.

In the comments on the post, Sheikh Rashid explained ‘I took it to London and I didn’t pay insurance and the BRITISH POLICE took my car away, but then I told them who I was.’

He then wrote ‘Arab Money talks’ followed by a smiley face emoticon.

The car can reach speeds of 208mph and can go from 0 to 60mph in just 3.7 seconds.

The car was seized in South Kensington to highlight a campaign against uninsured drivers ordered by Commissioner Bernard Hogan-Howe.

Police said it would be auctioned or crushed unless its owner produced the correct paperwork.

Sheikh Rashid, who owns a fleet of expensive supercars which are flown to London for him to drive, promotes himself on his Facebook as the ‘Head Of Planning and Municipality Department in Ajman, Chief of Ajman Club and is Head of R Holding’.

It also says he is the youngest son of HH Sheikh Humaid bin Rashid Al Nuaimi Ruler of Ajman.

R Holding, the page says, holds many diverse other business entities, such as building materials, piling & construction, hotels & shopping malls, financial investments, leisure, retail & hospitality, and commercial jets.

Two people have been arrested at Heathrow Airport on suspicion of committing terrorism offences.

A man and a woman were held at 8.30pm on Tuesday after arriving on a flight from Egypt into the airport.

The pair, both aged 26, were arrested by officers from the Metropolitan Police’s Counter Terrorism Command on suspicion of the commission, preparation or instigation of acts of terrorism.

They were taken to a central London police station where they remain in custody.

The arrests are part of an investigation into travel to Syria in support of alleged terrorist activity.

Officers are searching two addresses in east London under the Terrorism Act in connection with their inquiries.

A frantic search is underway after a five-year-old girl playing on her bicycle with a friend near her home was last night abducted by a stranger.

Police and hundreds of residents searched through the night for April Jones, who was taken into a van in the town of Machynlleth in Wales.

Officers were today comforting her distressed parents Coral, 40, and Paul, 43, who were said to be ‘besides themselves with worry’.

Detectives said they were becoming ‘increasingly concerned’ for the girl, who disappeared in the grey or light-coloured vehicle at around 7pm.

A large number of officers and specialist teams are investigating April’s disappearance.

An estimated 200 residents gathered outside the town’s leisure centre while others combed nearby woods and playing fields.

Dyfed Powys Police said that April was wearing a purple knee-length coat with grey fur around the hood, a white polo shirt and black trousers.

A spokesman said: ‘Her abduction took place around 7pm in the Bryn Y Gog estate in Machynlleth.

‘It was witnessed by another young child when April was seen getting into a grey or light-coloured van, or van-sized vehicle.

‘While the details of what happened are vague at the current time, it appears the suspect left the scene and drove off with April.

‘At the time of her disappearance, April was wearing a purple knee-length coat with grey fur around the hood, her school white polo top and black trousers.

‘Many police officers and specialist teams have worked through the night, with extensive searches taking place, and many lines of inquiry are being pursued.’

Police family liaison officers are also helping the little girl’s family, the spokeswoman said.

Detective Superintendent Reg Bevan of Dyfed-Powys Police told Sky News that because the initial account of April’s abduction came from children, police were involved in a ‘delicate and lengthy process’ to get the best information.

He said: ‘Hopefully, later this morning I’ll have some more details around the vehicle, specific details, and we are pursuing a number of lines of inquiry around that vehicle, where it may or may not be at this moment in time.’

Mr Bevan asked anyone who was in the area around 7pm last night or who believes they have information to contact police on 0300 2000 333.

Earlier, Detective Chief Superintendent Simon Powell said: ‘We are obviously becoming increasing concerned for her (April’s) safety and are asking for any one with information to please contact us.’

Dog teams have been involved in the operation to find the five-year-old, and cars in and out of the small market town, which has a population of 2,000, were being stopped and searched, police said.

April’s disappearance has sparked concern in the local area, as well as further afield.

Hundreds of people from across the UK have already signed up to a dedicated Facebook page in a bid to raise awareness.

Those joining the group are able to download a missing poster, featuring three photographs of the youngster, before sharing it on their profile.

One mother wrote: ‘It’s every parent’s worst nightmare.’

Her mother Coral, 40, raised the alarm when her daughter failed to return home from riding on her bicycle with her friend nearby.

Mr Briwnant-Jones said: ‘Most of the town has been looking for the little girl.

‘April’s mother knew she was playing with another little girl and when she didn’t come home she went to the other girl’s house to look for her.

‘That’s when the girl said April had been taken in a van.’

‘They’re a lovely family,’ he said. ‘They haven’t had any problems that I know of.’

Businessman Shem ap Geraint, who joined the search, said: ‘Pretty much the whole town is out looking. Other local towns are joining in as well.

‘We are searching local woods. The local leisure centre is acting as a base.’

Chris Dudley, who works at the Skinners Arms pub, near the girl’s home, said the bar was deserted last night.

He said: ‘All the locals are looking for her in this area – the cemeteries, the golf field, playing field, everywhere you can think of.‘

There’s no one in [the pub] tonight, everybody is outside looking for her.’

Inspector Kevin Davies said ‘every angle’ of the investigation was being covered.

He told the BBC that police dog teams were involved in the operation and that cars in and out of the town were being stopped and searched by officers.

A family liaison officer is also keeping the ‘devastated’ relatives of missing April informed of any developments, Inspector Davies added.

Locals have put up posters of April around the town as part of their search efforts.

Restaurant owner Razul Islam said neighbours saw the youngster playing outside her doorstep before she vanished.

‘There are hundreds of people out looking for her,’ Mr Islam said.

‘It is such a small town and nearly everyone is out looking for her – I’m shocked that it has happened in a town like this.’

Petrol station owner Nerys Zjalic said she had reopened the garage to help with the search.

Ms Zjalic, who runs Reads Garage, told ITV Wales: ‘We’ll stay open all night if we have to.

‘We heard about the search through social networking sites and there was a lot of people going past our house.’

My friend called to ask if we would open so people can get petrol to help in the search. Locals are out in full force searching for her.’

Speaking to BBC Radio 5 Live, she said that some people had returned home overnight, but were planning to reconvene their search this morning.

‘It just shows the community spirit of the town and how people get together in a crisis to do anything they can to help,’ she added.

Ms Zjalic, who knows the missing girl’s family, said people had been coming from far and wide to help with the search.

‘It’s unbelievable – you just don’t think that something like that would happen in a small town like Machynlleth.

‘Nothing will be the same again – this is a small little market town and you think children are quite safe but this shows us it’s not the case.’

She continued: ‘People just can’t believe such a thing has happened.

‘The whole town is devastated and in shock.’

Ms Zjalic said that volunteers had flocked to the town to take part, adding: ‘One lady came in and she had come from Caernarfon, which is North Wales, so I suppose you are looking at 80-odd miles.

‘She said “I saw it on Facebook and I couldn’t sleep, so I came down”.’

Machynlleth is situated in the Dyfi Valley and sits on the southern outskirts of Snowdonia National Park.

Search volunteer Anwen Morris said locals had searched an area with a 30-mile radius overnight using quad bikes and off-road vehicles.

‘The most important thing here is to get this little girl home,’ she told Sky News.

County councillor Michael Williams, who also joined in the search efforts, said: ‘People were co-ordinated by the police and as well as searching the town they went out into forested areas of the valley and wooded areas and out into hamlets and byroads.’

Five of hate preacher Abu Hamza’s sons have been convicted of serious offences ranging from bomb making to fraud and assaulting police, it was revealed today.

Four have already served custodial sentences while the fifth is awaiting sentence for an armed robbery.

Abu Hamza, who is fighting extradition to the U.S., has nine children from two marriages, including a stepson with his second wife.

Of the seven sons, who are all over 18, only two have not been in trouble with the law. The two youngest children are daughters aged 16 and 13.

The preacher was married in 1980 to Valerie Traverso, a British woman, and divorced four years later after having one son, Mohammed.

Hamza has seven children with his second wife, Najat, and a stepson, Mohssin Ghailan, who was born to Najat before she married him.

Mohammed and Ghailan were jailed in Yemen in 1999, when Mohammed was 17, for plotting bomb attacks on tourist and economic targets. They returned to Britain after serving jail terms of three years and seven years respectively.

The two were arrested again in 2008 with their brother Hamza, then aged 22. They were accused of operating a £1million car scam in which they fraudulently obtained documents for luxury cars and either sold them or used them as collateral for loans that were never repaid.

Ghailan, from Shepherd’s Bush, west London, was described as a ‘key player’ in the fraud. He was jailed for four years. Hamza and Mohammed were also jailed.

Their younger brother, Yasser, admitted burglary in 2008 when he stole a laptop. He was given 120 hours’ community service. He was then sent to a young offenders institution for 12 months in 2010 for attacking a policeman during protests outside the Israeli embassy in London.

In August this year Abu Hamza’s 20-year-old son, Imran, was convicted of a £75,000 armed robbery at a jeweller’s shop in King’s Lynn, Norfolk. He is due to be sentenced in November.

His two other sons have not been in trouble with the law.

Uthman, 24, is an imam in Acton, west London; his younger brother Sufyan, 18, was named on a poster as attending a charity rally for Syria in February alongside Haithem al-Haddad, a radical preacher.

Uthman recited a prayer outside the American embassy last year during a demonstration in support of Aafia Siddiqui, a Pakistani neuroscientist who was arrested in Afghanistan on suspicion of links to Al-Qaeda and jailed in the US for 86 years.

Uthman is becoming a well known figure in the west London Muslim community, mainly through his recitals of religious texts which have been described as ‘beautiful’.

Donna Traverso, the daughter of Valerie Traverso, told The Times in 2006 that her early memories of Abu Hamza were of a loving stepfather until he turned to fundamentalism.

When her stepbrother Mohammed was three years old, Abu Hamza took him to Egypt to visit family members. Neither she nor her mother saw him again for 16 years.

‘He left me without saying goodbye, destroyed my family and told his own son that his mother was dead,’ Donna Traverso said.

Mohammed has said he does not agree with his father’s radical preaching and is proud to be British. However, when he formed a rap duo, Lionz of Da Dezert, his lyrics praised Hezbollah and Hamas, the armed wings of which are both classified by Britain as terrorist organisations.

The family has also attracted controversy for its cost to Britain. The TaxPayers’ Alliance has estimated that Abu Hamza has cost the taxpayer £2.75m in welfare, housing and legal benefits.

At one time, the family was living in a £600,000 five-bedroom council house in Shepherd’s Bush and claiming £680 a week in benefits.

No social workers have been sacked or suspended over their failure to prevent the systematic rape and abuse of white teenage girls by an Asian gang.

A report into the Rochdale sex abuse scandal was condemned yesterday for failing to identify those responsible, none of whom have faced disciplinary action.

The report was also attacked for making no mention of the race or religion of the perpetrators, all Muslims and all but one from Pakistani backgrounds, although critics say ‘political correctness’ was behind the failure to act.

The review was carried out by Rochdale Borough Safeguarding Children Board, whose members include the police, council, the NHS and prosecutors, and was itself responsible for organising child protection between different agencies in the area.

A father of one of the victims said the 29-page report told him ‘nothing new’. He said: ‘The staff concerned should be named, shamed and sacked.

‘I don’t want them transferred to another department, pensioned off or given early retirement. Their wrongdoing, their negligence, their mistakes, have ruined lives.’

And he added: ‘I do spot that there’s no reference to the question of race in the report, as to whether that was a factor in their lack of willingness to act.’

Labour MP for Rochdale Simon Danczuk said the report was ‘limited’ and failed to ‘give a voice to the victims or explain why social services had a culture of blaming the victims for the abuse’.

The abuse centred around nine men, eight of Pakistani origin and one from Afghanistan, who worked for or were connected to taxi firms and takeaway food outlets.

They plied teenage girls with drink and passed them around for sex.

One victim was forced to have sex with 20 men in one night. Two became pregnant as a result and one had an abortion aged just 13.

The gang were finally jailed for between four and nine years at Liverpool Crown Court in May after being found guilty of offences such as rape and conspiracy to engage in sexual activity with girls under the age of 16.

Judge Gerald Clifton told the gang: ‘I believe that one of the factors that led to that was that they were not of your community or religion.’

The gang’s leader, Shabir Ahmed, had repeatedly suggested during the trial that he was the victim of a ‘white conspiracy’.

Despite more than 100 reports of abuse dating back as far as 2004, social workers regarded the victims, some as young as ten, as ‘making their own choices’ or even working as prostitutes.

They failed to pass all the allegations to the police.

One couple were told their teenage daughter was simply ‘hanging out with a bad crowd’. Another were told to ‘set boundaries’.

Instead of identifying those responsible, yesterday’s report blamed a lack of proper training and procedures.

It even attempted to shift blame to the aftermath of the Baby Peter case because it made social workers focus on very young children being abused.

Last night Rochdale Council confirmed that no one had been sacked, suspended or otherwise disciplined over the case.

A spokesman added: The council will be doing its own report. This is an issue that will be looked at then.’

Victims are now preparing legal action against the council and demanding compensation.

The lawyer for one said there was ‘clear evidence that social services failed to intervene when they had information about grooming and exploitation of young girls.’

FAILURES THAT LEFT ABUSE VICTIMS TO THEIR FATE

There were signs for many years that men were using vulnerable young girls in Rochdale for sex, but no action was taken. Here we highlight the failures.

SOCIAL WORKERS

From the outset, social workers failed to regard the teenage girls being passed around for sex among a gang of Asian men as victims.

That was despite more than 100 reports of abuse from the victims, health workers and elsewhere linked to men working in taxi and takeaway businesses dating back to 2004, and involving children as young as ten. Instead the girls were treated as their attackers treated them, ‘like prostitutes’.

Victims as young as ten were seen as ‘making their own choice’ and ‘engaging in consensual sexual activity’.

In one case a parent making a complaint was told his daughter was ‘hanging out with a bad crowd’.
As a result of this catastrophic  dereliction of duty, information was not systematically passed to the police, and the terrified victims were left at the mercy of a gang of violent sexual predators.

POLICE

Just as social workers failed to protect the victims from the rapists preying on them, so the police failed for years to grasp the nettle and launch a serious investigation. As well as reports from social workers, Greater Manchester Police received 44 referrals from the NHS about the abuse.

In 2009 one victim, known as ‘Suzie’, made a detailed complaint about the attacks. Arrests were made but the case was dropped by state prosecutors. It was not until a year later that a full investigation was launched. Police also failed to demand proper bail restrictions on the attackers.

Even after the trial, the police refused to acknowledge the racial element of the crimes, saying it was wrong to get ‘hung up on race and ethnicity issues’.

CROWN PROSECUTION SERVICE

An early police investigation in 2009 was passed to prosecutors but astonishingly no action was taken. Instead a senior CPS prosecutor ‘refused charge’, claiming it was unlikely to lead to a successful trial.

That was despite the existence of forensic evidence including DNA swabs from a victim’s underwear.

It was two years before that decision was overturned. Yesterday’s report found prosecutors thought the main victim would be seen by the court as an unreliable witness, and blamed the cost of bringing the case and ‘officer workload’ for the decision.

THE MUSLIM COMMUNITY

Members of the community would  have known about the abuse of white girls being carried out by Pakistani  men but did nothing to stop it. Jack Straw, the former Justice Secretary, said there was ‘denial’ around the issue.

He said: ‘These are small communities so people would have a rough idea that there is a group of men who are abusing white girls in this way. That has to be dealt with there, as well as much more effective police and social services action.’

It all began just a few feet from the school gates.

The men persuaded her to get into their car before plying her with alcohol and taking her to various houses for sex with other men.

It was a routine repeated on a daily basis.

For the girl, who was only 15 at the time, there seemed no way out.

And as the weeks and months passed she realised she was alone and utterly helpless.

Like the other victims of the Rochdale child sex gang, she was well known to social services and the police. But they were unwilling to help her.

‘These men would be picking me up from school – as soon as I walked out of the gates at three o’clock – and take me to houses,’ she said.

‘I was getting phone calls in school asking me to walk out of school.

‘I was coming into school with flea bites all over my body, dirty clothes, smelling of alcohol, smelling of being unclean. I was very quiet.

‘Quite a few people rang social services, school, the police, the  sexual health team. Even my own Dad rang social services to get help.’

At one point she was arrested for smashing the counter of the takeaway where the gang operated, and decided to report the abuse.

‘I was at the police station and I thought, “It’s now or never, I’m already here”,’ added the victim, who is now 19.

‘I thought if I say something now, it will be over and they will do something. It will get stopped and I won’t have to see anybody again.

‘So I told them. Nothing happened and a week later I was back there and it was happening again.

 ‘Social services told my Mum and Dad that I was a prostitute and it was a lifestyle choice and that because I was only six months off turning 16, they weren’t going to do anything.

‘Then when I found out I was pregnant, social services threatened to remove my child at birth, but they never did anything to help me.’

  • An Islamic group has relaunched its bid to build a 12,000-capacity “mega-mosque” next to the Olympic site.

    The Tablighi Jamaat group, a Muslim missionary movement once described as an “ante-chamber of fundamentalism”, wants to build Britain’s biggest place of worship in West Ham.

    It will have 40ft minarets, a library, a visitor centre and a 300-space car park at the Canning Road site. The scheme has aroused years of intense opposition since the group first submitted plans in 1999. In 2001, it agreed that

    worship would only be on a temporary basis. Permission expired in 2006 but the group continued to use the site.

    In 2010, the council issued an enforcement notice but it successfully appealed against it last year and more than 5,000 people a week now worship at the site which houses several pre-fab buildings.

    A spokesman for Newham council’s planning department said: “We are expecting another application by the end of this week and will then start a formal consultation process.”

    Opponents say Tablighi Jamaat is a “sect” that preaches “separation and segregation”. Two of the 7/7 bombers, Shehzad Tanweer and Mohammad Sidique Khan, are believed to have prayed at a Tablighi mosque in Dewsbury, West Yorkshire, and French intelligence officials said the group was an “antechamber of fundamentalism”.

    Alan Craig, campaign director of MegaMosque No Thanks and a former Newham councillor, said: “The community is concerned about the harm this will have on Newham. It is inappropriately large, but we also have worries about the group behind it.”

Police, social workers and the Crown Prosecution Service “missed opportunities” to stop a child exploitation ring abusing young girls over several years, according to a report published today.

Vulnerable young girls, some as young as 10, were systematically targeted for sexual abuse but then ignored when it was brought to the attention of multiple agencies which believed that they were “making their own choices”.

The child sexual exploitation review was ordered in the aftermath of a trial in Rochdale, Greater Manchester, which saw nine Asian men aged between 22 and 69 jailed for grooming young white girls for sex.

The Rochdale Borough Safeguarding Children Board (RBSCB) concluded that “deficiencies” in the way children’s social care responded to the victims’ needs were caused by “patchy” training of front line staff.

Publication of the review follows newspaper reports alleging that agencies in Rotherham, South Yorkshire, were aware of a similar pattern of extensive and coordinated abuse of white girls by some Asian men for which no one has been prosecuted.

Rochdale Council said it has used the review’s findings to implement a catalogue of changes and improvements. Agencies including the council, police, NHS and CPS worked between 2007 and 2012 to safeguard children and young people who were at risk of sexual exploitation.

Its report, which specifically followed the treatment of one 15-year-old victim, says: “While some organisations were consistently supportive in their response, overall child welfare organisations missed opportunities to provide a comprehensive, coordinated and timely response and, in addition, the criminal justice system missed opportunities to bring the perpetrators to justice.”

It goes on: “Activity to disrupt alleged offenders was developing on the ground but this was not always followed through at a more senior level.

“The early investigations of crimes and the prosecution of alleged offenders were flawed.”

Lynne Jones, the RBSCB chairwoman, said: “We have responded to this review and improvements have been implemented. I believe organisations are working better together, sharing information to ensure children are protected and that perpetrators of these crimes are prosecuted.”

She added: “Raising awareness so that young people are better equipped to understand what is happening to them or their friends has been delivered to 10,000 young people.

“Staff training has ensured that professionals are now more aware and able to respond appropriately.

“We are also seeing stronger joint working on police operations to bring people to justice.”

The review found that in children’s social care, the focus was on younger children at risk of abuse from family and household members, rather than on vulnerable adolescents;

Agencies which referred potential victims were said to be “frustrated” that they were not “being adequately assessed and dealt with by the local authority”, and staff failed to escalate their concerns successfully.

Although the need for a specialist resource was identified in 2008, its development was deemed inadequately coordinated and supported.

The report concludes: “Although, between 2009 and February 2012, some improvements had been consolidated, the review acknowledges there were missed opportunities, over the last five years, to safeguard children and young people who have been affected by sexual exploitation.”

The gang of nine men received jail sentences of between four and 19 years in May from a judge who said they treated their victims “as though they were worthless and beyond any respect”.

The offences took place in and around Rochdale in 2008 and 2009, when five girls aged between 13 and 15 were given alcohol, food and money in return for sex.

Police said the victims were from “chaotic”, “council estate” backgrounds and as many as 50 girls could have been victims of the gang.

Thousands of people are expected to stage a peaceful protest in Bradford on Friday against a US-made film they claim attacks Islam.

Talks are ongoing with police and Bradford Council about the mass gathering, which is scheduled to start at 3.30pm in Centenary Square.

The Council For Mosques has stressed that Imams at all of Bradford’s 86 mosques will be putting out a “strong message” during Friday’s prayers that there must be no trouble.

Zulfi Karim, its General Secretary, said it was difficult to predict precise numbers, but he expected “at least a couple of thousand” to turn out. Mr Karim said: “During the protest we will be letting the American ambassador know of the feeling of Muslims around the world and here in Bradford and to show that we are one voice.

“A lot of people out there are very unhappy and feel we need to come together to talk and protest about this film that insults our faith.

“We will also be calling for the lobbying of government and embassies to support us in our demand for respect for our faith.” Mr Karim said the idea of the protest had been put to the vote at an emergency meeting called on Monday night by the Council For Mosques.

“It was the community’s call,” he said.

The film, made by the Coptic Church in America, which has a 14-minute trailer still on You Tube, has already triggered a wave of protest, some violent, across Libya, Egypt, Tunisia and other countries around the world.

A Bradford police spokesman said last night: “We are liaising with organisers regarding the planned demonstration in the city and will be providing a visible policing presence.”

A spokesman for Bradford Council, which is responsible for Centenary Square, confirmed that the Council for Mosques had approached the authority about its intention to hold the protest and said discussions were continuing.

PATRIOTIC Britons will no longer risk prosecution if they fly the national flag without consent from their town hall.

In a rare victory for common sense yesterday, Communities Secretary Eric Pickles has ordered a blitz on red tape which removes the need for permission, costing up to £335.

The rules will apply to national and international flags, the Armed Forces Day and some military flags.

The Rainbow Pride flag and those associated with sports clubs or award schemes will also be exempt.

But regulations restricting the use of certain flags, such as those linked to HM Armed Forces, will stay.

Mr Pickles said flag-flying across the nation during the Diamond Jubilee celebrations and the Olympics was evidence of “cultural change”.

He added: “The British people are increasingly proud to fly flags as an expression of their local and national identities. Flags unite communities across colour, creed and class, so I am cutting municipal red tape to make it easier to fly Britain’s varied and diverse flags without state interference.”

Charles Ashburner, chief executive of the Flag Institute, said the move would be supported by everyone who believed in freedom of expression.

Flying a flag attached to a building at present technically needs consent under the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.

In England, this will be scrapped from October 1. Separate rules apply in Wales, Scotland and Northern Ireland.

A minicab driver who claimed he was earning just £700 a month but was living a luxury of life in his Nigerian mansion, has been ordered to pay almost £1.2million.

Ovo Mayomi and his wife Juliet Ubiribo were convicted of fraud in 2010 after using an identity and immigration scam to falsely claim £43,000 in benefits.

Mayomi, 44, claimed he was earning £700 a month and was living in Croydon, south London, while his wife, 32, claimed benefits after telling benefit bosses she was a single mother and a victim of domestic violence.

But fraud investigators found Mayomi and his wife were actually living in a large luxurious house in Lekki near the Nigerian capital Lagos worth more than £1million complete with chandeliers and £89,000 worth of sound equipment. He also had a £25,000 watch. His wife wore a Rolex watch and drove a Mercedes Sport Coupi.

Now a judge has ordered Mayomi to pay £1,197,743.54 in a confiscation order under the Proceeds Of Crime Act, or go to prison for six years.

As well as two money-transferring businesses and bank accounts, investigators also discovered Mayomi owned a fish farm in the country.

The couple’s benefit scam unravelled when a visa application by Mayomi showed they had married a year earlier and that Ubiribo had a job in order to support him.

Ubiribo also asked the council to rehouse her because she was the victim of domestic violence.

However, the telephone number she gave revealed the man she named as her landlord – Ayiomike Neburagho – was, in fact, her husband Mayomi using a false identity.

At a police interview, Mayomi admitted that while living in Nigeria he had bought the identity of Ayiomike Matthew Neburagho and had entered the UK as him.

 Mayomi was also shown a wedding photograph of himself, using the Neburagho identity, marrying a Nigerian woman in the UK.

He admitted he was the groom in the wedding photo but he said he was ‘just standing in for someone’.

Ubiribo and Mayomi pleaded guilty to all charges.

Mayomi was jailed for 30 months two years ago and his wife was sentenced to 12 months in prison, suspended for two years.

She was also ordered to carry out 200 hours of community service and be under curfew for four months from 9pm to 6am.

Court orders were signed freezing their assets in the UK and abroad in 2010, and an investigation was launched to find out how much the Nigerian-born couple had gained from their criminal lifestyle and what the extent of their assets was.

Mayomi, of Ashburton, disputed the results of the assets investigation, and a subsequent four-day confiscation hearing took place at Croydon Crown Court.

On Friday, Judge Nicholas Ainley ruled that Mayomi must pay £1,197,743.54 by 14 March next year. It is one of the largest confiscation orders carried out by a council.

Failure to do so will see him sent to prison for six years, during which time interest will accumulate on his debt, which will remain due following his release.

At a hearing in July, a confiscation order was made against Ubiribo for £9,357.42 to be paid by 19 October or face five months in prison.

Investigators had discovered she was the owner of a Rolex watch and a Mercedes Sport Coupi.

‘This is a landmark case for Croydon as it is the first time the council’s in-house financial investigator has pursued a major confiscation order of this nature.’

‘Usually these cases are dealt with by the police rather than local authorities. It is rare for councils to have their own in-house investigator, so it is to the anti-fraud team’s immense credit that it is pioneering the way forward in reclaiming the proceeds of crime.

‘As a result of our investigator’s fine work, the council expects to be able to claw back as much as £400,000 in taxpayers’ money.

‘This case should serve as a clear warning that crime does not pay. Croydon Council will always prosecute in fraud cases and seek to recover money or assets wherever they are.

‘This is to protect decent taxpayers from having to pay more.’

Border chiefs are preparing to ‘write off’ around 80,000 lost immigration and asylum cases.

The files were among nearly half a million found abandoned in boxes at the Home Office in 2006 in a major immigration scandal.

Since then officials have been working through the backlog to track them down, but are set to admit defeat and abandon around one in six cases.

More than 180,000 have already been given the right to stay in the country, in what has been described as an ‘asylum amnesty’.

Just 41,300 have been kicked out of the country or left voluntarily.
This means fewer than one in ten have been removed.

Border Agency chief executive Rob Whiteman said it was ‘not in the best interests of the taxpayer’ to continue the search.

The latest move could mean tens of thousands more in effect allowed to stay in Britain.

Sir Andrew Green, chairman of the MigrationWatch think tank said: ‘The present Government was left with no alternative given the utter chaos that they inherited.

‘But it is essential that nothing like this should ever be allowed to happen again. It’s the end of a very sorry saga that has been destructive to public confidence in the asylum system.’

In 2006, then Home Secretary John Reid admitted a backlog of around 450,000 immigration and asylum cases had been discovered.

It led to him describing the immigration system as ‘not fit for purpose’.

Last year the UK Border Agency declared that it had cleared the backlog which is thought to total some 500,500 files, but it was forced to admit that 100,000 cases had been left in a ‘controlled archive’ – effectively put on ice.

MPs said this archive was a ‘dumping ground for cases where the UK Border Agency has lost track of the applicant’.

A total of 180,900 individuals have been given the right to stay in Britain – many because they have been here so long illegally that they have started families.

As a result they qualify to stay under Article 8 of the Human Rights Act the right to a family life.

Around 170,000 have been written off as errors, deceased applicants or duplicates – where the case has been dealt with before.

Details of the decision to abandon the search emerged in a letter from Mr Whiteman to MPs on the Commons Home Affairs Select Committee.

In it he claimed that many of the individuals will have left the UK ‘many years ago’, but there is no proof they have departed.

Officials are searching against Government and other databases for evidence that they are still here, but expect to draw a blank in around 80,000 cases, which will then be closed.

Another 25,000 remain to be processed where the migrant has been found in this country.

Mr Whiteman told MPs the backlog of cases will be cut from 90,000 to 63,000 in October and the following month to 28,000. The remaining cases will be dealt with by the end of the year.

When the scandal emerged, the Daily Mail predicted around 160,000 would be granted the right to stay here in what amounted to an amnesty.

At the time, the prediction was dismissed as ‘scaremongering’. But the figures reveal that even that prediction was too optimistic.

They appeared to be upright and decent members of our society. She dressed smartly, and had worked for Marks & Spencer.

He drove a top-of-the-range Mercedes and spent his spare time coaching a local women’s football team.

But unbeknown to their neighbours and friends, this couple living in their suburban London flat led a terrifying secret life.

They practised African black magic or voodoo, and on Christmas Day in 2010 they murdered a teenage boy in the belief he was a witch.

To rid the 15-year-old of his ‘demons’, the couple attacked him with knives, sticks, metal bars, a hammer, pliers and a chisel until he begged to die.

After three days of torture, Kristy Bamu was put in the bath and hosed down with cold water to get rid of the blood on his body. Horribly injured, he slid under the water as the bath filled up, and drowned.

Details of Kristy’s murder were revealed at a trial at London’s Old Bailey which ended earlier this year.

Football coach Eric Bikubi, 28, and his partner, Magalie Bamu, 29, Kristy’s sister, were each sentenced to life imprisonment for killing him at their eighth-floor apartment in Newham, East London.

The case was a shocking reminder of how witchcraft, with its roots in Africa, South Asia and the Caribbean, is now practised in the heart of our multicultural cities and towns.

Nine days before Kristy’s death, a mother disembowelled her four-year-old daughter to ‘exorcise evil spirits’ at her home in Hackney, London.

 

 

Shayma Ali strangled the child before stabbing her 40 times with a kitchen knife because she believed she was possessed by a spirit referred to in the Islamic holy book, the Koran.

She had removed the eyes from the little girl’s toys to stop them ‘seeing’ the child’s evil ways.

Last month, four family members were found guilty of murdering a pregnant 21-year-old woman whom they claimed was ‘possessed’ by ‘evil spirits’.

Mohammed Tauseef Mumtaz, 25, and his parents and brother-in-law were found guilty of killing his wife three years ago.

And just this week a Nigerian couple were sentenced to seven years in jail after abusing their children — who they believed to be possessed — for ten years.

Their crimes were only uncovered after their eldest daughter threw a note into the street outside her window, begging for help.

Police are investigating a tide of violent acts, often against children, by those who believe in witchcraft practices known as voodoo, kindoki, and juju. But a government minister has warned that political correctness is hampering their ability to prevent such atrocities.

Launching the National Action Plan to Tackle Child Abuse Linked to Faith or Belief, on Tuesday, Children’s Minister Tim Loughton said that there had been a ‘wall of silence’ around such abuse, adding: ‘It’s clear we need to make a stand.

‘There has been only very gradual progress in understanding the issues over the last few years — either because community leaders have been reluctant to challenge beliefs which risk leading to real abuse in their midst, or because authorities misunderstand the causes or are bowed by political correctness.’

Over the past decade, Scotland Yard has recorded 83 cases of children being tortured and abused in barbaric rituals linked to witchcraft.

Such horrors are barely credible yet detectives fear they are only scraping the surface of this hidden and abhorrent crime wave. They have linked witchcraft to huge money-making operations in which parents pay wads of cash for ‘deliverance’ ceremonies to stop their children being witches.

Horrific exorcism videos promoting the vile practice are on sale in Britain and I was able to buy them myself. Scotland Yard is now so alarmed at the rise in witchcraft ceremonies that it has established a special unit to investigate the ritual abuse of children in the name of religion and culture.

But these detectives are being hampered by a culture that is endemic throughout the state apparatus and conspires to hide the true enormity of what is happening.

The modern-day creed that immigrant communities must be free to follow their own cultures and customs, without questions or criticism, has allowed witchcraft and various rituals to flourish.

In June, it emerged that social workers at Islington Council, North London, considered sending an African boy back to his native land, the Democratic Republic of Congo (DRC), for an exorcism at the taxpayers’ expense because his mother claimed he was possessed by ‘kindoki’ or evil spirits and needed ‘deliverance’.

Astonishingly, the council paid Dr Richard Hoskins, an expert in African religion, £4,372 to travel to Kinshasa, the capital of the DRC, to investigate how and if the ceremony should take place, because social workers were worried the family’s ‘sensibilities might be affected’ if they didn’t obey the mother’s wishes.

Dr Hoskins met the grandparents in Kinsasha, who claimed the boy had been ‘infected by sorcery’ in Britain which would ‘destroy them all’. Church officials in the city also claimed that his evil spirits would lead to ‘strife, illness, divorce, hardship, poverty and death’ if not dealt with by the ritual. It would have involved depriving the boy of food and drink for three days to ‘cast out’ the bad spirits.

On his return, Dr Hoskins told Islington Council that the ceremony would leave the boy ‘disturbed and traumatised’. The extraordinary plan was dropped and the child is now in the care of the local authority.

However, as Dr Hoskins told a conference, the case highlights how ambivalent British officials can be towards tackling child abuse when it is committed under the guise of religious or cultural ceremonies and ‘masked by multiculturalism’.

At its heart, this abuse is rooted in the belief that a misfortune befalling a family can be blamed on their child being a witch.

The failure of an immigration appeal, a shortage of money, the loss of a job or an on-going housing problem have all been cited as reasons for a son or daughter being deemed to be ‘possessed by evil spirits’.

Even a misdemeanour such as bedwetting can put a child at risk of being labelled a witch — indeed, as we shall see, it was the fact that he wet himself that sealed Kristy Bamu’s terrible fate.

Likewise, girls from strict religious backgrounds who bring shame on their family honour by adopting Western attitudes have also been forced to undergo exorcism ceremonies where they are beaten and shouted at until they faint  with terror.

Dr Hoskins, an academic who has studied witchcraft for 25 years, gave evidence at the Kristy Bamu murder tria, where he said: ‘Even among educated people in London, I’ve met those who believe in kindoki [as witchcraft is known in central and western Africa] and that it has powers.’

This first caught public attention with the death of eight-year-old Victoria Climbie more than a decade ago in 2000. Victoria was killed in London by her great-aunt and partner, who said the sweet little girl was a witch.

A year later the torso of a five-year-old Nigerian boy, named Adam by police, was found in the River Thames after he was sacrificed. Police believe he was smuggled into Britain and his body parts used in a ritual medical ceremony to save the life of someone in the migrant community who was dying of an incurable disease.

According to witch doctors, to kill a living person for medicinal purposes is the most empowering form of sacrifice and, the most potent form of all is to kill an innocent child.

In some forms of African witchcraft, heads and other body parts can be buried in front of homes to keep bad spirits at bay. A cup of human blood is said to boost vitality. A powdered concoction made from pieces of brain is believed to lead to riches.

Particularly prized are the genitalia of young boys and virgin girls. If these body parts are cut from a live child they are thought to add even more potency because of the victim’s screams.

That such practices take place overseas has long been known. But now they are happening here after being imported from other countries — and in truth they have been going on for years.

The headless torso of a black baby girl was found hidden in bushes in Epping Forest way back in 1969. Scotland Yard are now reinvestigating her murder and think it may have been the earliest case of a killing linked to African witchcraft on British soil.

The girl’s father, from north-west Africa, quickly became the chief suspect, but fled the country before he could be arrested and questioned. He is alleged to have cut off his daughter’s head, legs and arms during a ritual to bring him luck.

According to police and migrant advisory services, witchcraft ceremonies are spreading because of the increasing number of unregulated back street churches and mosques that have broken away from the mainstream places of worship to cater for millions of new immigrants from Africa, South Asia and the Caribbean countries, providing a link to their birth countries, cultures and customs.

Many of these horrific events are filmed and can be found on videos selling for a couple of pounds in ethnic shops and market stalls in London. What they show is terrified children, accused of witchcraft, being freed of ‘demons’. In one video I bought, a white-robed pastor is shown hitting a five-year-old boy with a long stick as the congregation chants approval.

His mother cries, but is held back from freeing her son because it is thought — by the prayergoers — to be the best thing for the family and their child. They are scenes which police believe are being repeated week after week in cities such as London, Birmingham, Leicester and Manchester.

But where do these cultural practices become blatant child cruelty punishable by the law?

Rachel Takens-Milne, from Trust For London, a charity that works to combat child abuse linked to witchcraft, says that cases such as that of Kristy Bamu are still rare.

But she added: ‘It doesn’t have to be at this extreme to be abuse. Calling a child a witch and publicly humiliating them is itself a form of abuse.’

And, worryingly, Detective Superintendent Terry Sharpe of Scotland Yard says that witchcraft-linked crime is ‘far more prevalent’ in this country than official figures suggest.

‘Children have been physically beaten and forced to drink unknown liquids in rituals to rid them of evil spirits. They have been starved and deprived of sleep.

‘Children have been blindfolded and had their hair cut off. They have had liquid poured on their genitals and been murdered,’ he said after the Kristy case.

So what of this innocent boy’s killers, the couple who appeared to be pillars of their local community? At the time Eric Bikubi and Magalie Bamu were busy renovating their London flat and would talk on the stairways to neighbours who thought they were a perfectly ordinary and loving couple.

Five years earlier, Bikubi had even served as a community adviser on child protection issues in the London borough of Camden.

To his family and friends, he was a talkative man, mad about football, who had trials for Arsenal and claimed to have played alongside John Terry. As for Magalie, she tied back her long hair, dressed with some style and had loved her job at Marks & Spencer.

But behind closed doors, the couple could not have been more different from this presentable image. Bikubi, in fact, had a long history of petty fraud and a conviction for carrying a knife on the street.

He also had an obsession with sorcery, which he shared with Magalie. He told police his ‘battle against witchcraft’ began in earnest when he travelled to Britain to escape the civil war in his native Democratic Republic of Congo aged eight.

Brought up as a Jehovah’s Witness and baptised into the Roman Catholic Church, he was himself accused of being a witch as a child and cast out of his family. His belief in witchcraft was so deeply ingrained that once, when he was in prison awaiting trial, he picked a fight with another inmate and was found licking blood from the man’s injured face.

It was to this murderous man’s home that an unwitting Kristy Bamu and his siblings were sent by their parents from their family home in Paris for a few days over Christmas in 2010.

His sisters, aged 20 and 11, were beaten along with Kristy, but escaped further attacks after ‘confessing’ to being witches. Two other boy relatives, aged 13 and 22, were made to join in the torture.

A nervous teenager, Kritsy wet himself during the visit and suddenly he was accused by Bikubi and Magalie of being a witch and bringing voodoo in the couple’s home.

Bikubi forced Kristy to pray for deliverance for three days and nights without food and water.
The boy had a metal bar shoved in his mouth, he was struck in the face with a hammer and his teeth were knocked out. One of his brothers was forced to stand guard so he could not escape, while some of his siblings were made to mop up his blood.

He begged for forgiveness during his ordeal, and even confessed to being a witch to try to save his own life. All to no avail. When Kristy died he had more than 130 dreadful injuries on his body. His face was unrecognisable and pounded to a pulp.

Savagely killed by an evil couple in the name of witchcraft, it seems certain he will not be the last child to be maimed or die.

Police are investigating after a 20-year-old woman was sexually assaulted as she walked home in south Manchester, in an attack believed to be linked to several others in the area.

The attack occurred about 4am as the woman made her way home on foot along Fairbank Avenue, Moss Side.

The offender – who remains at large – allegedly followed the woman along Moss Lane East and then sexually assaulted her.

Police described the man as an 18-year-old black male, about 5ft 5in tall with a skinny build.

At the time of the attack he was wearing a grey hooded top with red stripes along the arms.

Police believe the incident is linked to a series of sexual assaults reported in the area over recent weeks.

On July 19, a 45-year-old woman was assaulted on Great Western Street after she was approached by an unknown man.

Police described the man as a black male aged between 19 and 23 years of age, with a medium build.

A 17-year-old girl was also sexually assaulted on July 31, and a 24-year-old woman was attacked on August 1 as she entered a house on Playfair Street.

And two women, both aged 18, were allegedly attacked about 4.50am on August 4.

The offender in all of the attacks was described as a black male aged in his late teens or early 20s.

Superintendent Serena Kennedy said police have dedicated “a significant amount of resources” to the on-going investigation.

“All victims are understandably upset and I know this will cause concern in the community and that is why it is vitally important that anyone with information about the offender calls us,” she said.

“The offender wears fairly distinctive clothing, this morning he wore a grey hooded top with red stripes along the arm and on another occasion he wore a blue shirt and tie. Hooded jumpers of similar descriptions have also been worn previously.

“These items of clothing as well as the consistent description from victims makes us believe they are linked and more importantly that someone knows who he is.

“I would urge anyone with information about the offender, regardless of how insignificant you think it might be, to contact the police.”

Police have stepped up patrols in Rochdale after a woman was raped behind a row of houses at the end of a night out.

The victim was grabbed from behind by a stranger before he sexually attacked her.

The incident happened at 2am on Saturday, near Belfield Lane, Rochdale.

The woman had been on a night out when she was grabbed from behind by an unknown man near to the junction with Samson Street, forced behind a row of houses and raped.

The rapist is described as Asian, 5ft 2ins, muscular, in his late 30s, clean shaven with short dark hair with long spikes on top.

He was wearing light-coloured baggy jeans, a sandy-coloured belt with a silver buckle and a dark hooded top with a light coloured top underneath.

He wore a stud earring in his left ear and white trainers.

Police say a 33-year-old man who was arrested at an early stage in the investigation has now been eliminated from their enquires.

Detective Inspector Debbie Dooley said: “I know this will cause anxiety in the community but I want to reassure residents we believe this to be an isolated incident and there is no information to connect it to any other current or previous investigations.

“The victim is being supported by specially trained officers and since this happened we have had extra officers in the area to provide reassurance.

“We are continuing our investigation to try and identify the person responsible and it is vital anyone with information about the incident, regardless of how insignificant you think it might be, calls us.

“If you think you recognise someone from the description but are worried about getting in touch I would urge you to do so as we can eliminate anyone who is innocent.”

A terrorist believed to have been involved in a horrific suicide bomb attack in Bulgaria last week has emerged as one of the biggest security threats to the Olympics.

The man is thought to be carrying a U.S. passport under the name of David Jefferson and fled following the attack which killed six people last Wednesday in the resort of Burgas.

He has emerged as a top target for Israeli security agents who fear their athletes will be attacked by an Iranian terror squad operating in Europe.

The terrorist, who is suspected of helping the suicide bomber, is thought to have another powerful bomb similar to the one which destroyed the Israeli tourist bus.

Following the Israeli concerns, security has been stepped up around its athletes taking part in the Games.

MI5 and Scotland Yard are thought to have raised their threat assessment against the Israeli delegation as Britain prepares for the largest peacetime security operation ahead of the opening of the Olympics this Friday.

According to The Sunday Times, the Israeli government – fearing a repeat of the 1972 Olympic Games in Munich when 11 of its athletes and coaches were murdered – has sent agents from its internal security service Shin Bet to increase the protection around its Olympic team.

Israel’s external security service Mossad are also thought to have sent a team of agents to Europe to hunt for a group of white Europeans who have converted to Islam and are working with the Iranian Quds force and Hezbollah – the terrorist group backed by Tehran.

The horrific blast in Bulgaria is thought to be the latest in a number of revenge attacks by Iran because it believes Israel assassinated some of its nuclear scientists.

Whitehall officials have dismissed the threat of a credible plot against the Israeli Olympic delegation and suggested Israel could be attempting to increase the pressure on British authorities to increase security around the Games.

But a source in the Jewish community in London said: ‘There is a pattern emerging with a build-up of attacks against Israelis and Jewish targets by Iran or Hezbollah over the past year. There is a real fear about this.’

The Metropolitan police commissioner Bernard Hogan-Howe suggested last week that extra security measures had been taken to protect Olympic delegations which could be targeted by terrorists.

He said: ‘One of the things we have to watch out for is that some of the countries are under threat of terrorism.’

The security operation around the Olympic Games is unprecedented. Protecting the Olympic Park and 26 other venues will be 17,000 troops and 7,000 private security guards. Sniffer dogs and airport-style security screening will also be in place at every entrance to the stadium and snipers will be in place on the roof.

London’s streets will also see an extra 12,500 police officers on patrol while the Olympic Stadium has seen panic rooms installed for VIPS and spectators in case of an attack.
